For Peggy Carter Raider is excellent choice, although she can be a Skirmisher at lower Stars to ensure that she successfully applies debuffs to opponents. She can also be a Striker, as she has a more than solid Iso-8 attack.

Passive – In War, if Peggy has 4 or more Liberty allies, enemy characters with Slow cannot fill their Speed Bar or the Speed Bar of their allies. This restriction does not apply to Speed Bars gained through normal means. This upgrade is essential because it allows the Liberty team to control opponents who have Slow.
Ultimate – Peggy can apply Trauma (for 2 turns) to all opponents, provided she has 3 or more Liberty allies in War. This effect makes it difficult for opponents to effectively remove debuffs.
Special – Will enable her to remove Immunity from the primary and adjacent targets, deal increased damage, and apply Trauma (for 2 turns) to the primary target during War. This is a vital upgrade that prevents opponents from protecting themselves against debuffs.

Peggy Carter rose to prominence during World War II as a key member of the Strategic Scientific Reserve, fighting alongside Captain America and spearheading critical missions against Hydra. Known for her sharp intellect, fearless combat skills, and unwavering dedication, Peggy became a symbol of strength and resilience on and off the battlefield. Even after the war, she continued her fight for justice, shaping the future of global espionage and proving that one woman could change the course of history.
Peggy is a Controller for the Liberty team and she features high Focus and Damage to sabotage the enemy’s plans. Like a proper spy, Peggy manipulates the battlefield, using negative effects like Slow, Stun and Ability Block to dictate enemy attacks. Her Passive is particularly powerful. In War, she denies enemies of gaining Speed Up, and she applies Taunt to every target she attacks. She also deals more damage to targets with Taunt. But her big attack happens at the end of any Liberty ally Turn (if she does not have 2 or more Exhausted) where she attacks the most injured enemy for Piercing before applying Slow and Heal Block.
