Iso-8
Skirmisher is the Iso-8 for the most Controllers in the MSF game. Moonstone follows that rule since it is important that she place Def Down and Stun. However, if she is a Striker, she will receive 2 Ability Energy with every Basic attack (Kand will make sure that all enemies have Vulnerability).
Most importantly, in Cosmic Crucible (you are building Masters of Evil for this feature), Moonstone will have +150% Focus on Offense (+100% on Defense), which means that you may not need additional Focus from Skirmisher.
Keep in mind though that when you try to attack some much more powerful teams, maybe even a +150% increased Focus will not be enough – so you might need Skirmisher after all.
One thing is certain, fully maximized Moonstone needs Striker for sure.

Special – Moonstone Special on Max level will apply Trauma plus Disrupted on the primary target (CC). It is a must-have upgrade if you want her to do the Controller job like a pro. It works in Defense and Offense Crucible, so even if you (for some reason) leave the Masters of Evil team in Defense, this can be a handy upgrade. You can Disrupt and Stun some crucial enemy characters, preventing them from gaining any buffs or clearing those powerful debuffs because of Trauma.
Ultimate – Upgrading Ultimate on Max will gain her additional Stun. She will have a Stun from Special and Ultimate abilities. It works only in CC game mode, but this team is for Crucible.
Passive – Max level Passive will provide additional +100% focus to the Masters of Evil team in Crucible Offense. With this upgrade, they will lower the chance for their debuffs to be resisted. Handy.

Theory Craft
She is a Controller in the Masters of Evil team with high Focus and Speed. She will buff her team in CC with additional Focus, can place powerful Debuffs, and lower the Speed of enemies.
Basic – Spiteful Strike
With her Basic attack, she will apply Defense Down (2 turns) and gain Ability Energy if the target is Vulnerable. It is a single-target attack. Nothing special, but this method of gaining Ability Energy is a new and fresh feat.
ISO – 8/Counterattack/Assists:
Same as Basic, with less damage.
Special – Dark Whispers
Energy cost – 5; can be used in the first turn. She will Stun and apply Defense Down the targeted opponent and reduce the Speed Bar of the highest damage enemy (excluding the primary target), Mind Controlling it to attack the primary target.
In CC, she will also apply Disrupted and Trauma to the primary target.
Ability ideal for controlling the most problematic character on the enemy team. The specific enemy is prevented from playing and attacked at the same time.
Ultimate – Phasing Punishment
Energy cost – 5; can be used in the first turn. Moonstone will attack primary and adjacent targets reducing their speed bar and stunning Primary one. It is her 2nd attack with the speed-reducing feat. But this time, she will do it to multiple enemies.
Passive – Meteorite
On her turn, if she has at least one MoE ally, she will gain +1 Evade.
If she has one or more MoE allies, she will heal for 10% of max HP.
If she has two or more MoE allies, she will Barrier herself for 10% of max HP.
With three or more MoE allies, she will clear one positive effect from the enemy with the least Resistance.
With four or more MoE, transfer one negative effect, excluding Ability Block and Stun, from self to the enemy with the least Resistance.
As you can see, with the entire MoE team, she will do every of those previously mentioned things.
She will provide Focus for her MoE squad. +50% in every game mode and an additional +100% in CC.
Moonstone has little higher Energy requirements for her Abilities. But she compensates for that with Passive ability, which allows her to transfer negativities and clear positivities from a specific enemy each time she plays. With one Stun plus one more in CC in her arsenal, she is capable enough to control the most dangerous enemies and provide the easiest fights for her team. And Moonstone will not just Stun them. She will also reduce their Speed (adjacent targets in addition – Ultimate, the highest damage target – Special).
Everything we mentioned made Moonstone a valuable member of the Masters of Evil team. She will “set the table” for team damage dealers, which will “clear the table” after that.
