Due to the fact that Pandapool can Assist on ally Deadpool or Old Man Logan’s turn, he will be great as a Skirmisher since then we will be able to utilize the Skirmisher/Striker combo.
Since he’s a Protector, you could also equip the Fortifier class on him, if you intend to use him without his Mercs For Money team.

Ultimate – will apply Safeguard for 2 turns to all Mercs For Money allies (only in War), and will steal 20% Health from all enemies (instead of 5%). This is an essential upgrade because of the Safeguard in War. The health-steal increase is also very helpful since this healing can bypass Heal Block
Passive – in War, if Pandapool has more than 50% Max Health, he cannot be Stunned or gain Disrupted, and his Speed Bar cannot be reduced. This will allow him to always be able to Taunt and Protect his team.
Special – will moderately increase the damage of the attack and will heal self for 20% (instead of 15%). This is not essential and can be ignored, but it can be helpful if you want to max this character.
Basic – will just increase the damage of the attack.

Theory Craft
Pandapool, being an anthropoirphic Panda, is an alternate version of Deadpool from a different universe. His main focus on the Merc For Money team will be providing Protection to his allies, dealing damage to his foes and eating bamboo, not necessarily in that order.
He has incredible War bonuses, that allow him to be one of the first to take a turn, and apply Safeguard to his team and Taunt to himself. While he’s above 50% Max Health he cannot be Stunned or have Disrupted applied to him, and his Speed Bar can’t be reduced, this will ensure that even if there are faster enemies, Panda will always protect his allies.
Basic – Bear Hug
Will deal damage to the primary target, and apply Bleed. Then, Panda will repeat this attack 2 more times.
This attack cannot be blocked.
Iso-8/Counterattack/Assist
The safety attack will only hit the target once for slightly less damage than Basic, and will apply Bleed.
Special – Poacher Hunter
Energy Cost: 5/5
This ability will hit the primary and adjacent targets, and will apply Offense Down to them. Then, it will heal Pandapool for 20% (or 15% if the ability is not maxed) of his Max Health and will apply Taunt, Defense Up, and 2 Regeneration to Pandapool.
This attack cannot be blocked or dodged.
This is a fairly standard attack for a Protector character that will allow him to fulfill his primary function well.
Ultimate – Pandamonium
Energy Cost: 6/6
This will hit all enemies for damage, then it will steal 20% Health from all enemies and redistribute 200% of the Health stolen to self and all Mercs For Money allies, bypassing Heal Block. Panda will also gain Taunt.
Then Pandapool will heal self and Mercs For Money allies for 10% of Panda’s Max Health.
After that, he will clear all negative effects from self and Mercs For Money allies, and will apply 2 Deathproof, Defense Up, Offense Up, and Immunity (all for 2 turns) to self and Mercs For Money allies. And 1 Stealth to a random Deadpool ally.
This attack cannot be blocked or dodged.
In War, Panda will also apply Safeguard to self and all Mercs For Money allies.
This ability will be fantastic in War, where it will also provide Safeguard, ensuring that his team will be protected for at least 2 turns. The amount of healing it will provide can also be incredible and you can use this ability on your first turn.
Passive – Panda For Hire
When Pandapool drops below 50% Health, he will clear 2 negative effects from self and will gain Taunt, Defense Up, and 2 Deathproof. He will also heal all Mercs For Money allies for 10% of his Max Health, and will apply Deathproof to them.
While this may pose a danger of dying, Pandapool can revive with 100% Max Health if he has Old Man Logan and Deadpool as allies. Without them, he will only have a 20% Chance of reviving with 50% Max Health.
On any Old Man Logan or Deadpool turn, Panda will also gain Assist Now.
In War, Pandapool will gain +25% Speed Bar on Spawn and another +10% Speed Bar per each Mercs For Money ally. If any Mercs For Money characters do not have defense Up, they will also gain _25% Damage Reduction and +25% Resistance. As mentioned before, Panda cannot be Stunned, have Disrupted applied to him, or have his Speed Bar reduced while he’s above 50% of Max Health
Passively, Pandapool will also gain +50% Armor, +50% Drain and +75% Resistance. He will also provide the same benefits to his Mercs For Money allies.
Conclusion
Pandapool will be an adequate Protector for his team in all game modes, but he will only be incredible in War, where his Speed Bar fill on Spawn and ability to apply Safeguard, as well as Defense Up, Offense Up, and Immunity to the team on his first turn will allow Mercs For Hire to win most battles before they even begin.
