All of Iron Patriot’s abilities will hit multiple targets and he will be the first out of the team to take a turn, so he’s a prime choice for a Raider Iso. His team will also benefit a lot from having a lot of Vulnerable on enemies at all times, which only solidifies this choice.

Passive – His Passive will prevent enemies from gaining bonus Speed Bar while they have Vulnerable applied to them (only in Crucible and if he has 2 Cabal allies). And will prevent enemies from gaining Stealth in all game modes if he has 2 Cabal allies present. Iron Patriot will apply Vulnerable to everyone on Spawn, so this upgrade will allow him to prevent any enemies from gaining bonus Speed Bar immediately, which makes it a very valuable upgrade
Ultimate – will increase the damage this attack deals and will apply +2 Vulnerable effects (instead of +1). While not essential, this will be very good to have.
Special – will increase the damage the attack deals to all enemies and will clear all positive effects from them (instead of 3)
Basic – will apply Defense Down for 2 turns (instead of 1). And when using the follow-up attack, it will apply Defense Down, Disrupted, and Slow for 2 turns, instead of 1. This is an especially good ability if you intend to have Iron Patriot as a Striker. Otherwise, this can be skipped until you have spare T4s.

Theory Craft
Following the Skrull Invasion, Norman Osborn was given the power to reform S.H.I.E.L.D. into a department called H.A.M.M.E.R. and one of his first orders of business was to create a new Avengers – his “Dark Avengers.” Osborn joined the group himself and recreated the heroic images of Captain America and Iron Man by building a battle suit painted with the colors of Captain America’s costume which was cobbled together from StarkTech that had been confiscated from Tony Stark’s armory.
Iron Patriot is a devastating Blaster that hands out a ton of Vulnerable effects to his enemies, has some control over the battlefield by applying Trauma and Stun, and is a team player, who will Assist on every Cabal ally turn.
Basic – Patriotic Fury
This ability will hit the primary and adjacent targets for high damage and will apply Defense Down to them for 2 turns.
Iso-8/Counterattack/Assist
The follow-up attack will hit only the primary target for damage slightly less than the Basic attack. But after that, this ability will Clear Immunity from the target and will apply Defense Down, Heal Block, Disrupted, and Slow (all for 2 Turns)
This can be very helpful considering that Iron Patriot will always Assist his Cabal allies
Special – Stars and Strikes
Energy Cost: 5/5
This ability will hit all enemies for piercing damage and will clear all positive effects from them, then it will apply +1 Vulnerable (up to 5 max) to each target.
In Crucible, this will also apply Trauma for 2 turns to all enemies.
Iron Patriot gains +500% Focus for this attack, and it cannot be dodged.
Ultimate – Proton Cannon
Energy Cost: 4/6
First, this will flip all Deflect and Minor Deflect on the primary and adjacent targets, then it will deal piercing damage to them, apply +2 Vulnerable (up to 5 max), Defense Down, and Heal Block for 2 Turns and 2 Bleed. It will also apply Stun to the primary target.
This attack cannot be dodged.
Passive – Iron Osborn
On Spawn, apply +1 Vulnerable to all enemies, up to a maximum of 5. This cannot be blocked or dodged. Enemies with Vulnerable take an additional 10% damage per Vulnerable, up to a maximum of 30%.
Cabal prefers that their enemies have a lot of vulnerable effects on them at all times, which will allow them to prevent enemies from gaining Safeguard, bonus Speed Bar, and will increase the damage they receive.
Gain Assist Now on each Cabal ally’s turn. On Turn, grant Assist Now to a random Cabal ally.
Iron Patriot will always assist his Cabal allies and will gain an assist when he takes a turn. And if he has 2 or more Cabal allies, enemies cannot gain Stealth.
Iron Patriot passively gains +50% Focus and Damage and grants +50% Focus to all Villain allies. (In Crucible, Villain allies also gain +50% Damage)
And on each Villain ally Crit, he will apply +1 Vulnerable to all enemies (up to 5 max)
Conclusion
Iron Patriot’s main task is to deal a ton of damage and apply a ton of Vulnerable effects, he can do that well on his own but if he has all Cabal members with him and a few Villain allies all enemies will end up with stacks of Vulnerable. On top of that, he can also apply Trauma in Crucible to all enemies.
His effectiveness doesn’t end there, he will always assist his Cabal allies and can control the fight by applying Stun with his Ultimate and a slew of other negative effects with his Assists.
