Starbrand can hit multiple targets with each of his abilities and he has an increased Crit Chance per his Out Of Time allies, which could allow him to Crit fairly often which makes Raider class a good option for him. His damage stat is pretty good so you could also have him as a Striker.
Starbrand also applies a couple of impactful negative effects – namely Stun. And can flip all positive effects on his enemies with his Ultimate. Overall his focus is pretty good so he might not have any trouble doing this, but while he is low stars he might require Skirmisher.

Passive – His Passive will apply Immunity to all his Out Of Time allies on Spawn, which makes this ability essential. On top of that, he will also lower the max Barrier enemies can gain by 5%.
Ultimate – will give a great boost to the damage and will allow to Stun 2 targets (instead of 1)
Special – will allow Starbrand to reduce enemy Speed Bar not only on the primary but on secondary targets as well. This can be quite handy so it’s a good ability to have maxed.
Basic – will increase the damage and allow him to apply Offense down to the secondary target as well. This is not as impactful but can be good, occasionally.

Theory Craft
The man known as Vnn lived on Earth circa 1,000,000 BC. Deviants attacked him, and he fell into a deep chasm where he found the corpse of a dinosaur that possessed the Star Brand, a gift bestowed to Earth by an alien race. Vnn absorbed the power, making him Earth’s new Starbrand – a powerful protector gifted with god-like powers like flight, immense strength, immense durability, energy projection, and the ability to travel through space. He joined the Stone Age Avengers, where he helped the group defend Earth against countless threats.
Starbrand is a Brawler that focuses on dealing a lot of damage to multiple enemies, often circumventing any Taunt and Stealth. He also has a good amount of control since he’s able to Stun 2 targets with his Ultimate and can reduce Speed Bar with his Special.
Basic – Ancient Fury
This will attack the primary target, deal damage, and apply Offense Down. After that, it will attack the target with the highest damage, ignoring Taunt and Stealth.
While not very impressive, this Basic ability is still good enough. Being able to hit targets that are in Stealth can come in handy when you need to finish a strong enemy that has gone into hiding.
Iso-8/Counterattack/Assist
This will attack the primary target and apply Offense Down.
His Iso follow-up attack doesn’t do much, but because of his high damage, it might be worth it to give him Striker.
Special – Primal Star Strike
Energy Cost: 4/4
This ability will attack the primary target for high damage, will apply Slow, and will Reduce the Speed Bar by 15% + 10% per Out Of Time and Black Panther (1MM) ally. It will also hit adjacent targets, apply Slow, and Reduce their Speed Bar by only +15%
After that, this will attack the enemy with the Highest Speed, ignoring Taunt and Stealth, will apply Slow and reduce their Speed Bar by +15%
This attack cannot be blocked or dodged.
A strong enough ability that can significantly reduce the enemy’s Speed Bar, in some cases almost the entire team will get their Speed Bar reduced.
Ultimate – Primeval Wrath
Energy Cost: 3/5
This ability will attack the primary target for high damage, will apply Stun, and then will flip all positive effects into negative. It will also hit adjacent targets for slightly less damage.
After that, it will attack the most injured target, ignoring Taunt and Stealth, dealing high damage, applying Stun to them, and flipping all positive effects into negative.
Enemies killed by this attack cannot be revived. This attack cannot be dodged or counterattacked. In War, this attack ignores Defense Up
This can be a deadly attack and the prevention of Revive only makes it better. On top of that, he will also be able to apply Stun to 2 targets at once.
Passive – Primordial Star
On Spawn, Starbrand will apply Immunity to all Out Of Time characters. He will also provide +30% damage and +30% Drain to all Out Of Time characters and to Black Panther (1MM).
Normally, he gains +5% Crit Chance, but in War, he will gain +5% Crit Chance per Out Of Time and Black Panther (1MM) ally. He will also gain +30% Max Health and will ower the max barrier enemies can get by 5%.
While this is not a very interesting Passive, it still provides some useful things. Immunity will be a big help in making Black Knight even more invulnerable, while the increased damage is always a good thing.
Conclusion
Starbrand gets outshined when compared to his Out Of Time allies, but his kit still provides a lot of utility and it’s not locked behind War. The double-Stun on his Ultimate and mass turn rewind on his Special will be effective everywhere, and his ability to ignore Taunt and Stealth and hit other targets might just save a couple of fights.
