We will have a few options for her. We can choose the most rigid way and make her a Healer. That will not be a bad thing to do, but in my opinion, not the best.
We still don’t know, but I am strongly assuming that she will not need additional heals because she already has more than enough supporting things for her allies. So what can we do with her?
Striker – good option; she already has good Damage, and we can exploit that even more.
Raider – she has multi targets attacks and can use them often because of her low cooldowns.
The more I think about it, the more I believe that Striker will be the best Iso-8 for her.

S – Special ability
Ultimate – This is a most-important upgrade for her – it will increase the duration of Safeguard by one additional turn. Having Safeguard for two out of three turns is phenomenal for the Rebirth team.
Passive – In Raids, when anyone from the Rebirth team drops below 30% Health for the first time, she will heal that character for 30% of her max Health. Passive on max will increase sustain of the whole team.

Theory Craft
Captain Carter is the Support in the Rebirth team. She will heal and buff her allies, so logically, her best stat is Health. Besides that, she has high Damage and can Revive death Rebirth allies.
Basic – A Proper Bash
She will attack the Primary and chain to one Adjacent target. At the same time, she will apply Regeneration to the most injured ally – two Regenerations for two turns if that ally is Rebirth.
Special – Acrobatic Justice
Her Special will cost four Energy, and Captain Carter can use it at the first turn. She will gain 3 Deflect, 1 Counter, and 1 Deathproof. In Raids, all Rebirth allies will get the same buffs. She will Heal herself and all Rebirth allies for 10% of her max Health.
With Special, she will also Revive death Rebirth ally with 60% base Health. If all Rebirth allies are alive, she will extend all positive effects on everyone by one (on Rebirth allies).
After everything, she will attack the primary target.
Ultimate – Rolling Liberty
Three energy costs; can be used at the first turn. Attack all enemies, clear all negativities from self and two from all allies. Heal herself and all Rebirth allies for 20% of her Max Health.
In Raids, if she is with at least three Rebirth allies, she will apply Safeguard for two turns to self and Rebirth characters.
Passive – V for Victory
Every time she plays, she will apply Regeneration for two turns for herself and all Rebirth allies. Also, she has a 50% chance to apply Assist Now to one random Rebirth ally.
She will gain a 25% Block Chance, 30% Health, and Armor for herself and her Rebirth allies.
Passive will have more than a few improvements for Raids. On spawn, she will apply Defense Up for two turns to all Rebirth characters (herself also), and when anyone from the team drops below 30% Health for the first time, she will heal that character for 30% of her max Health.
Carter will provide an additional 30% Health and Armor in the Raids for Rebirth team.
When we look at her (and the whole team), we can notice that we have the new best Bio Raid team in front of us. When we play with “Web-Warriors,” we strongly rely on RNG.
With Captain Carter, the Rebirth team will become a rock-solid composition. She will provide a ton of Health and Armor, Defense up on spawn, and on top of everything, Safeguard every two out of three turns. So, enemies cannot remove any of the buffs most of the time.
She will also heal the whole team with direct heals and Regenerations. Survivability through RNG will no longer be the option in Bio Raid nodes – when we recruit this character and her Rebirth friends.
