Probably the best course of action is to equip Green Goblin with the Striker ISO-8 class but depending on your needs he could be equipped with Skirmisher or Raider class as well.

Ultimate – Increased damage for all attacks. The new role of Green Goblin in the Underworld team justifies investment that was not justified long ago. With Ultimate Level 7, his damage output is increased by 300% in total which is enough to consider spending T4. The Underworld team is really powerful, so if you are building them do not forget Green Goblin’s ultimate.
Passive – Increased HP; +15% Armor for all underworld members (+30%) in total. This improvement is crucial for Underworld’s efficiency, but it surely helps. If there are no other priorities, spending T4 on this is ok.
