Skirmisher is an obvious choice for Controler of the Rebirth team. We want to be sure he will always place his amazing Debuffs on enemies. If you want to be on the safe side, go with Skirmisher.
But there is always some stupid “but” isn’t it? In Raids (the game mode where you will use U. S. Agent and his team the most), he will have increased focus. If he can do his job without help from Skirmisher Iso-8, we can go with him as a Striker. I am not 100% sure about that (at this moment), so I will stick with Skirmisher.

Special – If you upgrade his Special to the max level, it will apply an Ability block for two turns on all targets (up from one). It will be crucial for Raids and help the whole team by having more control on the battlefield.
Passive – He will passively fill the speed bar of all Rebirth allies when they block (in Raids). It will increase Focus, by an additional 15% for the whole team. Passive on max is must have because they (Rebirth) can have Speed manipulation in Raids, and enemies will have less chance to Resist their abilities.

Theory Craft
U. S. Agent is a Controler of the Rebirth team with high Focus and Damage stats which help him to put debuffs on enemies and control the battlefield. With low cooldowns on his abilities, he can often provide Ability Blocks to multiply targets reducing enemies’ capability to harm his team.
Basic – Patriotic Fury
His Basic attack is just that – a simple, basic single-target attack, doing a moderate amount of Damage. But more importantly, he will gain two Deflects after it. That makes him hard to nuke targets, increasing his survivability.
Special – Liberty’s Revenge
U. S. Agent special cannot be dodged and cost three Energy (can be used at his first turn). It will damage the primary and one adjacent target, applying Ability Block on both (Ability Block for two turns in Raids).
I Raids if he is with the Rebirth team after this, he will attack the third target – the enemy with the highest Speed bar ignoring Taunt and Stealth – and apply ability block (two turns).
Ultimate – Irredeemable Attack
Same as Special, his Ultimate cost just three Energy. And the same as Special, he can use it at his first turn. If he kills the enemy with this attack, the opponent cannot Revive. He will do Piercing Damage this time.
If he is with the Rebirth team in Raids, he will apply Stun to primary and Slow (two turns) to all other opponents.
Passive – Tainted Justice
He is clearing one positive effect from all enemies on a turn. Passive gives him +25% Block Chance; 30% additional Focus to the whole Rebirth team (60% in Raids).
When any Rebirth member Blocks, the whole team will gain 5% Speed tanks to a U.S. Agent Passive. Sadly, for other game modes, which will happen just in Raids.
As we can see, he is a real Controler. Ability Block is one of the strongest debuffs in the game, and U. S. Agent can put it on three enemies for two turns every third turn. He will increase the Speed Bars of allies, allowing them to play more often; put additional focus on his team, so they will have no problems applying whatever they need to. On top of that, he will cripple enemies by removing their buffs wherever he plays.
When we look at the Rebirth team as a compact unit, we can say that they will be more than capable of doing their job in the Raids, and U. S. Agent is one of the most crucial parts of that Raid-machinery.
