Iso-8
Beta Ray Bill is a Protector, so he can be a Fortifier Iso-8 Class, which will help him be more durable.
He also can implement important debuffs and flip buffs, so if he has problems doing that (opponents Resist), we can also think about Skirmisher Iso-8 Class.
However, in my opinion, it is best to be a Raider. Because with each of his attacks, he hits more targets, and Vulnerability on them can mean a lot to the Bifrost team. Note that Loki passively reduces the opponent’s Resistance. While Silvie increases the Focus of the Bifrost team in Raids, Skirmisher is likely an unnecessary class for Beta Ray Bill.

Ultimate
When maxed out, Beta Ray Bill’s Ultimate gains +50% damage per positive effect on self, which will be bad news for your enemies.
Passive
Getting his Passive to level 5 will only add +50% Armor to himself (and to the whole Bifrost team in Raids) simple enough but still useful.
Special
Getting his special to level 7 will increase Beta Ray Bill’s chance of applying Stun to the primary target to 100%(can be resisted) and inflict more damage to the primary and adjacent targets.
Basic
Maxed-out Basic will just add additional damage. This is not a bad thing but it doesn’t add anything new so upgrade only if you have plenty of T4s

Theory Craft
Beta Ray Bill is a Karbinite who managed to transform his life force into a cybernetic being and thus create a fierce creature who is the guardian warrior of his race.
He earns Odin’s respect and Stormbreaker when he defeats Thor. His cyborg body plus Stormbreaker allow him to have powers like incalculable strength, superhuman speed, and a healing factor.
Beta Ray Bill is a Protector for the Bifrost team with high Health and Resistance. Even as Protector, he can dish out loads of Damage. He taunts and thus protects his team, but he can also make a devastating attack with his Ultimate.
Basic – Lightning Strike
Beta Ray Bill attacks the primary target and all enemies in that character’s row. Gain +50% Damage against targets with Defense Up or Regeneration.
The good thing is that it can hit multiple targets with this shot because it will flip everyone’s Defense Up and Regeneration. Enemies with the Defense Up and Regeneration buffs cannot block this attack.
In Raids, if Beta Ray Bill has Regeneration, he gets +100% Damage on Counterattack or Assist. It is also a good thing because the Damage output of the entire Bifrost team increases in Raid game mode. Additional Damage is always desirable.
ISO – 8/Counter Attack/Assists:
As with Basic Attack and Iso-8/Counter Attack/Assist, gets +50% Damage against enemies with Defense Up or Regeneration. It also flips these two buffs on opponents and cannot be blocked by opponents who have them.
The only difference is that this is a single target shot (of course), and the Damage is slightly lower. In Raids, this Iso-8/Counter Attack/Assist gets +100% Damage as much as Beta Ray Bill has Regeneration.
Special – Thunder Clap
Energy Cost: 6/6
He will attack primary and adjacent targets and apply Stun to primary. Gain Taunt for 2 turns and put Defense Up and 2 Deflect to self and all Bifrost allies.
The defensive ability with which Beta Ray Bill opens the fight, Taunts and thus protects his team, simultaneously buffing them with defensive buffs (Defense Up, Defelcts). But at the same time, he also has a powerful controller ability because he can Stun one of the opponents.
Ultimate – Battleship Skuttlebutt
Energy Cost: 8/10
He attacks all enemies with good Damage plus +25% Damage per positive effect on self (+50% Damage per positive effect on self in Raids). Beta Ray Bill flips all positive effects to Bleed on each enemy. If there are 4 or more Asgardian allies, he does +50% extra damage. His Ultimate cannot be blocked, so there is no chance for enemies to resist it through blocking.
An attack that can do a ton of Damage (even more in Raids) and cannot be blocked. The more buffs Beta Ray Bill has on him, the more Damage he will do. Flipping all the positives in Bleed is also a great thing.
Passive – Strombreaker’s Might
He will passively apply Defense Up on Spawn to himself and all Bifrost allies. Like Vahl, he will heal himself for 5% of Max Health per turn, plus 5% per non-minion Asgardian ally.
When he drops below 50% of Max Health in Taunt, clear Taunt and heal for 30% of his Max Health. He will also gain +60% Armor.
In Raids:
On Spawn, he will apply Defense Up (2 turns), 3 Deathproof, and 3 Deflects to himself and all Bifrost allies. When ally Vahl drops below 50% of Max Health, he will heal himself for 30% of Max Health and gain Taunt. All Bifrost allies gain +60% Armor.
Through Passive, he buffs the entire Bifrost team and increases their Armor in Raids. He also heals so that his self-sustain is at a high level. Perhaps most important – his Taunt goes passively only when Vahl Health drops below 50%. So he is a classical Protector (Tank) who primarily protects Vahl.
Beta Ray Bill is a Protector who can do excellent Damage, especially since we know that his attacks hit more (if not all) targets. He is able to control the fight because he has Stun, with which he can control a specific enemy. It also buffs the Bifrost team with defensive Buffs to increase their sustainability.
