Ghost Rider (Robbie) attacks multiple enemies with his every Ability, including Passive. For that reason having him as a Raider would be a logical move. That will allow him to place a lot of Vulnerable effects and increase his damage immensely since all his attacks are doing Piercing Damage.
Alternatively, you could go for Striker, just to be able to apply a lot more Bleeds, which in turn, thanks to his Passive, will fill Ghost Rider’s Speed Bar for 10% every time Bleed is applied.

Passive – will lower Resistance of all Bio enemies by 100% and lower the Counterattack chance for Bio enemies with Immunity by 100%. In Arena, this will be very useful when you go up against Super Skrull, Red Hulk, and alike.
Ultimate – will increase the damage, this is a Piercing AoE attack so that’s already great but there’s more. This will also apply Trauma to all enemies (only in Arena) and will apply 3 Bleed instead of 2.
Basic – this will apply Bleed to secondary targets, whereas it previously applied Bleed only to the primary. Bleed is incredibly important for Ghost Rider’s kit, it increases his Speed Bar.
Special – a slight upgrade to the AoE damage, and applies Immunity for 2 turns instead of 1. Not strictly necessary but nice to have.

Theory Craft
Robbie Reyes was a victim of gang violence. After his death, he bonded with the demonic Spirit of Vengeance and became the new Ghost Rider. As Ghost Rider, Robbie gained the ability to control fire and transform into a fiery skull-headed demon with a flaming chain capable of burning souls. With these powers, Robbie set out to avenge his death and protect his brother before joining the Avengers to help protect Earth from threats.
Ghost Rider (Robbie) is a Blaster with heavy attacks, but he’s also a consistent source of negative effects, applying Ability Block and Trauma (in Arena). Enemies killed by any of his attacks truly rest in peace because they can’t be Revived. When Ghost Rider (Robbie) has five Charged, he, too, unleashes a hellish storm upon all enemies, that hits for Bleed and Disrupted while also clearing 2 positive effects.
Basic – Hellfire Chain
Basic Ability attacks the primary and one adjacent target for Piercing Damage and apply Bleed. If the primary target Blocked, get a bonus attack on the primary target. Gain +1 Charged
Enemies killed by this attack cannot Revive.
This attack will deal a good amount of damage and will especially punish and Protectors or characters that Block a lot. Furthermore, all the Bleeds applied will synergize well with his Passive.
ISO – 8/Counter Attack/Assists
Attacks the primary target for slightly less Piercing Damage and apply Bleed. Gain +1 Charged
Enemies killed by this attack cannot Revive.
Special – Burnout
Energy Cost: 5/5
Special ability will attack the primary target for Piercing Damage and apply Ability Block. Then, it will attack primary and adjacent targets with a moderate amount of Piercing Damage, clear 3 Positive effects, and Apply Defense Down, Slow, and Heal Block. This attack is Unavoidable and cannot be blocked.
After that, it will apply Offense Up to self and all Secret Defenders allies. and apply Immunity to self for 2 turns.
Enemies killed by this attack cannot Revive and this attack also gains +500% Focus in Arena.
Damage that the primary target will be receiving from this is gonna be substantial and the Ability Block will further immobilize them. There shouldn’t be any issues landing these Negative Effects since Ghost Rider gets increased Focus from his Passive and bonus Focus in Arena.
Ultimate – Hell Drift
Energy Cost: 6/8
Ultimate will attack all enemies for a moderate amount of Piercing Damage, 50% Drain and apply Defense Down, Heal Block for 2 turns, and 3 Bleed. It will also prolong all existing Bleed for +1 turn and apply Offense Up to self and all Secret Defenders allies. This attack is Unavoidable and cannot be blocked.
In Arena, this will also apply Trauma to every enemy and Ghost Rider will get an extra 500% Focus.
Enemies killed by this attack cannot Revive.
Not only will this attack deal a great amount of Damage to all enemies, but it will also considerably Heal Ghost Rider and speed him up, potentially you could have his next turn immediately. All the Trauma you apply in Arena makes this even better.
Passive – Hotrod
When an ally is attacked – Gain +1 Charged. On any turn, if Ghost Rider has 5 or more Charges he will attack all enemies for Piercing damage, clear 2 Positive Effects, and apply Bleed and Disrupted, then lose 5 Charged. Enemies killed by this attack cannot Revive.
When Bleed is applied to an enemy, fill own Speed Bar 10%.
Lower the Resistance of all BIO enemies by 100%. Lower the Counterattack Chance for all BIO enemies with Immunity by 100%. Gain +100% Focus. Secret Defender allies gain +100% Focus.
Conclusion
Ghost Rider’s charged mechanic works the same way as Thor’s does, which means that it will go off quite often and the damage potential on that is even bigger than Thor’s, because of the Piercing Damage.
Another big part of his Passive is the Speed Bar generation when Bleed is applied to an enemy. Even though only he and Black Cat can apply Bleed with their abilities, Black Cat has an increased counterattack chance and will apply Bleed on counters too. This will make Ghost Rider pretty fast.
