Striker – best choice. We can think about Skirmisher because of the positive effect of flipping on enemies, but the Striker is way more influential for the whole Bifrost team.
1st of all – Regeneration is the most crucial buff for the Bifrost team. If they have Regeneration, they do more Damage on Iso-8, Counterattack, or Assist, gain a 100% counterattack chance, and more Damage overall. Loki (Teen), with his Iso-8 Striker attack, applies Regeneration to himself (to the whole Bifrost team in Raids).
The more Regeneration the Bifrost team has on them, the greater is chance that everyone will always have Regeneration, and in the paragraph above, we have shown how important it is.
You can always make him a Healer and thus additionally strengthen the team’s survivability. However, they all certainly have excellent sustain, so (in my opinion) it is unnecessary.

Passive
This is a definitive must-have because at Level 5 it grants more Damage and a 100% counterattack chance to every Bifrost ally that has Regeneration applied to them(Only in Raids). And Loki (Teen) is gonna keep applying Regen to his Bifrost teammates.
Ultimate
When maxed out, this attack gets a moderate boost to the damage it deals to the primary target and applies 2 Regenerations to self and all Bifrost allies. Having Regen on all Bifrost allies is good because it will also increase the damage they deal in Raids when counterattacking or assisting.
Special
Level 7 special moderately increases the drain and damage dealt to the enemy characters in all game modes, and greatly increases the damage on the primary attack in Raids. (edited)
Basic
Maxed-out Basic is a good investment as well since it allows Loki (Teen) to place Regen on all Bifrost allies(in Raids) instead of just two. And we already mentioned the importance of regen for the Bifrost team.

Theory Craft
Loki died in a massive attack on Asgard, created by Norman Osborn. To make the irony even greater, Loki caused this attack because he manipulated Osborn. However, Loki wouldn’t be Loki if he didn’t have a back-plan. Namely, before all those events, he persuaded Hel to remove his name from the Book of Hel. It allows him to be reborn instead of truly dying. Thor found him later, in France, but Loki was a teenager.
Loki (Teen) is Bifrost team Support with high Health and Focus. He helps the whole team to last longer by flipping Heal Block and putting regenerations on his allies.
He has the capability to steal the opponent’s Health and redistribute it to his allies, and he has one of the best buff combinations: Safeguard + Immunity, which he can cast on his entire team.
Basic – Bite ‘n Blade
With a Basic attack, Loki (Teen) strikes the primary target and clears 1 positive effect from the target. He gains Regeneration, clears 1 negative effect from himself, and does the same for the most injured ally.
In Raids after a Basic hit, Loki (Teen) applies Regeneration to the Bifrost team. Also, in Raids (like all Bifrost members), his Counter Attack or Assist (if he has Regeneration) is boosted. Boost is +100% Damage on those previously mentioned actions.
A solid Basic that casts Regeneration on the entire team in Raids and thus passively boosts their Counterattack or Assist. A nice way for Loki (Teen) and another Bifrost member to get rid of some of the debuffs they have on them. And to remove one buff from one of the enemies.
ISO – 8/Counter Attack/Assists:
Everything works the same as Basic, with slightly lower Damage. In Raids, if he has Regeneration, Loki (Teen) does +100% Damage with Iso-8/Counter Attack/Assist.
Special – What Goes Up…
Energy Cost: 6/6
He will attack the primary target for 100% Damage + 100% Drain (in Raids, attack the primary target for 420% Damage instead). Then he will attack one more time, this time primary and adjacent targets for 420% Damage.
Solid damage potential and a way to heal himself. Flipovace Heal Block and apply Regeneration to himself and all allies. So again, passively increase Damage on Iso-8/Counter Attack/Assist of Bifrost members.
Regeneration is one of the most important buffs for the Bifrost team, and Loki (Teen) provides it.
This attack cannot be dodged or blocked.
In Raids, Loki (Teen) flips 2 negative effects to positive and applies 2 additional Regenerations on self and all Bifrost allies.
When viewed as a whole, it can be seen that this is a good ability with which he can turn negatives into positives for his team, to additionally heal, apply buffs, and prevent the impossibility of mitigation. He will open his fight with a special, as long as it is necessary, of course. In some cases (but not always) is better to wait before using Loki’s (Teen) Special.
Ultimate – Insti-gator
Energy Cost: 8/10
He attacks the primary target with considerable Damage + 100% Drain. However, it does not heal itself but redistributes Health evenly between itself and all Bifrost allies. Also clears all negativities from self and all Bifrost allies and applies 2 Regenerations to everyone.
In Raids, his Ultimate is even more powerful because it applies Safeguard + Immunity to self and all Bifrost allies and does additional Damage if the target is Cosmic Hero.
Loki (Teen) Ultimate is a way for the whole team to heal and cleanse itself of negative effects. But also to prevent their re-applying by the enemies. Damage (even if it is a single target) is not negligible and can cause serious trouble to the opponent.
Passive – Teenage Trickster
Like other Bifrost members, Loki (Teen) is able to heal up to 25% of Max Health on Turn (depending on how many Bifrost allies there are in the team). We can see that the self-sustainability of the whole team is at a great level, which is excellent.
With Loki (Teen) in the Bifrost team, forget about the Defense Down debuff. Because he will passively remove that debuff and transfer it to the opponent with the lowest Resistance, who doesn’t have it. Namely, whenever any Bifrost members get their turn to play, Loki (Teen) will do that.
He will gain +100% resistance. In Raids, all Bifrost members will get the same Resistance bonus.
Speaking of Raid, let’s talk about Loki (Teen) passive bonuses for your team in that game mode:
On Spawn, he will apply 2 Regeneration and Immunity for 2 Turns to the Bifrost team. On enemy Cosmic hero Turn, he will give Safeguard buff to the Bifrost team. So, for example, Ikaris (or any Cosmic Hero character who can do the same) would not be able to flip all buffs on Bifrost.
As long as Loki (Teen) or any Bifrost ally has Regeneration, that character gets +60% Damage and a +100% chance to counterattack. This again shows the importance of Regeneration as a buff for the Bifrost team. Not only will they always do more Damage to counter if they have Regeneration, but that counter will also do more Damage considering the ability of all of them to counter (to the extent they have Regeneration) do +100% Damage.
And last but not least passive bonus in Raids is +100% Resistance to all Bifrost allies. I already mentioned that a bit earlier, but it doesn’t hurt to repeat it.
Like all members of the Bifrost team, Loki (Teen) brings bonuses that significantly strengthen the team. It gives them a counter, provides crucial buffs and heals, and can clear negative effects. Real support comes to expression even more in Raids.
The Bifrost team will walk through the lower difficulties of the Incursion Raid (1, 2, 3). They will have no problems with difficulties 4+. However, each of their members brings certain crucial things that make the team even stronger. So if they are not complete, they can have problems. But as a whole team – they tear everything in front of them!
