Since The Leader is a member of the Cabal team and they are mainly a Cosmic Crucible team, it is best to equip him with the Raider Iso, because Cabal gain a lot of benefits if there are a lot of Vulnerable effects present.
Alternatively, he can be used as a Striker or Healer. Both will provide additional Healing capabilities because his Basic and follow-up attacks can heal himself and the team, although Striker looks like a more appealing option.

Passive – His Passive will apply Safeguard to all Cabal characters on Spawn and will offer active protection by applying +5% Barrier to self and all Villains each enemy turn until The Leader takes his first turn. Very potent passive and the first ability that needs to be maxed out.
Ultimate – will clear Revive Once from the primary and adjacent targets, will increase the damage dealt a little, and will Generate 3 Ability Energy to all Cabal allies (in Crucible, it will also generate 3 ability energy to all Villain allies). Ability Energy generation alone is worth an upgrade, but the fact that he will also be able to remove Revives from enemies makes this Ability even more powerful.
Special – Special will apply Safeguard to self and all Villain and Gamma allies(only in Crucible), and will call an assist from 2 Villains (up from 1). The Leader is slow and will take his turn after his Cabal allies, this upgrade will allow him to reapply Safeguard to them which should help with their survivability.
Basic – will call for an Assist from a Gamma or Cabal ally.

Theory Craft
Samuel Sterns dropped out of school and found work in a US government research facility. There, an unfortunate incident caused his body to be exposed to an immense amount of gamma radiation which sparked a significant transformation. Sterns became obsessed with knowledge, and his brain grew at a rate faster than any human had ever experienced, leading to a massive cranium. Fed up with the government’s corruption, he abandoned his former self and became The Leader, determined to take control of the human race to forcibly ensure a brighter future.
The Leader is a mastermind who focuses on providing support for his Cabal and Villain allies. He provides bonus Max Health and Armor, a slew of positive effects, including Safeguard, provides Barrier, can Heal, and flip negative effects into positive. He also doesn’t like to work alone so he will often call for Assists on his Basic and Special attacks, while his Ultimate will generate Ability Energy for his team. He also has a unique Charged Mechanic that is getting stronger the more Hero enemies Leader faces.
Basic – Calculated Shot
Will attack the primary target and deal damage, after that it will call for an Assist from a Cabal or Gamma ally.
Then it will Heal self and all Villain allies for 10% of his Max Health and clear 1 negative effect.
Iso-8/Counterattack/Assist
Will attack the primary target for slightly less damage, after that it will call for an Assist from a Cabal or Gamma ally.
Then it will Heal self and all Villain allies for 10% of his Max Health and clear 1 negative effect.
It will also additionally Flip 2 negative effects into positive ones on self and all Cabal allies and will apply Stealth to The Leader for 2 turns.
Special – Seek N’Destroy
Energy Cost: 5/5
First, this will apply 3 Regeneration to all Cabal characters, then heal self and all allies for 20% of The Leader’s Max Health.
Then, it will attack the primary target for high damage and will gain an Assist from 2 Villains with the highest damage (these allies will gain +25% Damage for this attack)
If this character has 2 or more Cabal allies, prolong the duration of all positive effects on self and all Cabal and Villain allies by +1 (up to 3 max)
- In Crucible, it will also apply Safeguard to self and all Villain and Gamma allies.
Since The Leader is slow, his first turn will often happen after some enemies have taken their turns already, which means that the healing this ability will provide won’t be wasted. On top of that, the damage potential from this attack is massive, depending on who is available to Assist.
Ultimate – Mind Over Matter
Energy Cost: 5/7
This will apply Speed Up for 2 turns and 2 Counter to self and all Villain allies.
Then he will attack the primary and adjacent targets, dealing damage and removing Revive Once.
After, he will Barrier self and all Villain allies for 15% of his Max Health, and will generate 3 Ability Energy to all Cabal characters. In Crucible, it will additionally generate 3 Ability energy to all Villain allies as well.
Since all Cabal characters are also Villains this will mean that in Crucible they gain 6 ability energy from The Leaders’ Ultimate ability. This will allow them to use all of their dangerous abilities immediately after, even though they just used it prior to The Leader taking his turn.
Passive – Two Steps Ahead
On Spawn, apply 3 Evade and Defense Up for 2 turns to self and all Villain allies. Apply Safeguard to self and all Cabal allies.
When The Leader or any Cabal ally drops below 50% Max Health for the first time, flip all Disrupted, apply Stealth and Defense Up, and Barrier that character for 10% of this character’s Max Health.
Until this character takes a turn, On enemy Turn, Barrier self, and all Villain allies for 10% of this character’s Max Health. This will allow for a good amount of protection, especially considering that The Leader is slow by modern standards.
- On Spawn and On Turn, gain +1 Charged, up to a maximum of 50, for the following:
- For each ally with a different Class (Blaster, Brawler, Controller, Protector, Support).
- For each Cabal ally.
- For each HERO enemy, gain +2 Charged, instead.
- For every 5 Charged, gain +5% Crit Chance, +5% Crit Damage, and +5% Block Chance for self and all Villain allies.
The Leader also gains +50% Health and Armor from his Passive.
In Crucible:
- If this character has 2 or more Cabal allies, enemies with Vulnerable cannot gain Safeguard.
- Villain allies gain +50% Max Health and +50% Armor.
Preventing enemies from gaining Safeguard is a very strong ability, while it won’t prevent the Safeguard that some characters gain on Spawn, it will prevent any repeat Safeguards as long as those characters have Vulnerable, which can be very advantageous when facing strong Protectors
Conclusion
The Leader has overall a very great kit that is not tied to only one mode or one team. He will work well with all Villain allies and he and his team can be useful in other game modes, other than Crucible. In Crucible, they will certainly shine. You won’t be able to use the 3 Cabal members alone, but if you pair them up with some Villains, they will be strong enough to deserve being called a top Crucible team.
